Regulations on the Management of Toothpaste Raw Materials

In 2008, China Oral Care Industry Association issued a national standard related to toothpastes: GB 22115-2008 General requirements on raw materials of toothpastes, which introduced the preservatives, pigments, and prohibited raw materials used in toothpaste.


In 2023,China State Administration for Market Regulation (SAMR) released the Measures for the Supervision and Administration of Toothpaste (hereinafter referred to as "Measures"). According to Article 9 of the Measures, the toothpaste filer shall select raw materials that meet the requirements of laws, regulations, mandatory national standards, and technical specifications for toothpaste production, and shall be responsible for the safety of the toothpaste raw materials used. When filing for toothpaste, the filer should clarify the source of raw materials and safety information related to raw materials through the filing information service platform.


Regulations on New Raw Materials for Toothpaste

According to Article 8 of the Measures, the natural or artificial raw materials used for toothpaste for the first time in China are new toothpaste raw materials.


The new toothpaste raw materials shall comply with the relevant regulations on the management of new cosmetic raw materials. The new toothpaste raw materials with preservatives, colorants, and other functions can only be used after being registered by the National Medical Products Administration (NMPA); Other new toothpaste raw materials shall be subject to filing management.


The safety monitoring system is implemented for new toothpaste raw materials that have completed registration or filing, and the safety monitoring period is 3 years. The new toothpaste raw materials without safety problems during the safety monitoring period will be included in the list of used toothpaste raw materials formulated by the NMPA.
