On September 20th, China's NMPA issued an announcement on the launch of new adverse reaction monitoring system for cosmetics (No.44, 2022). China's NMPA has upgraded and improved the National Cosmetic Adverse Reaction Monitoring System, and the new system will be launched on October 1, 2022. The relevant matters are hereby announced as follows:
1. As of October 1, 2022, cosmetic registrants or filing applicants, entrusted manufacturers, cosmetic operators, and medical institutions shall report through the National Cosmetic Adverse Reaction Monitoring System after finding or knowing the adverse reactions of cosmetics. Cosmetics operators and medical institutions that do not have the conditions for online reporting shall submit a paper report to the local city/county level cosmetic adverse reaction monitoring institution, which will submit the report online on their behalf. Other units and individuals can report adverse reactions of cosmetics to the cosmetic registrant or filing applicant, and the domestic responsible person, also can report to the local city/county level cosmetic adverse reaction monitoring institution or local city/county level MPA, which will report online on their behalf.
2. Newly registered users of the National Cosmetic Adverse Reaction Monitoring System should click "Registration of Primary Institutions" on the system login page (https://caers.adrs.org.cn/adrcos/) to submit a registration application and fill in the relevant information. After approval, the registered users can log in to the system through their account and password to report adverse reactions of cosmetics. Previously registered users can continue to use their original account and password to log in to the system at the above website and report adverse cosmetic reactions.
3. After the registered users log in to the system, they can view the "System User Operation Manual" and "System Operation Video" on the "Welcome" page of the system.
