On August 19, 2022, China's NMPA issued an announcement on the formal implementation of the electronic cosmetic registration certificate (No.64, 2022). Relevant issues are hereby announced as follows:
1. As of October 1, 2022, in accordance with the Provisions for Registration and Filing of Cosmetics, electronic registration certificates will be issued to special cosmetics and new cosmetic ingredients approved of registration, and special cosmetics approved of change or renewal of registration certificates. The previously issued paper registration certificate will continue to be valid within its validity period.
2. As of October 1, 2022, for special cosmetics approved of change of registration certificates, the registrant (domestic responsible person) shall return the paper registration certificate to China NMPA service departments in accordance with the Provisions for Registration and Filing of Cosmetics, Rules for Registration and Notification Dossiers of Cosmetics, and other relevant regulations.
3. After the electronic registration certificate for special cosmetics and new cosmetic ingredients is generated, it will be pushed to the space of its legal representative at the Online Service Hall for the registrant (domestic responsible person) at the Online Service Hall. The registrant (domestic RP) can log in to the platform and receive it after the push is completed.
4. The registrant shall correctly use and properly keep the electronic registration certificate. It has such functions as instant service, SMS reminder, certificate authorization, QR code verification, online verification, and whole network sharing.
