Article 2: The cosmetic filer and domestic responsible person in Shanghai, who establishes the place of business in the Pudong New Area, can provide cosmetic packaging and sub-packaging services (hereinafter referred to as on-site personalized services for cosmetics) that directly contact with the contents of cosmetics for filed general cosmetics (excluding children's cosmetics, eye cosmetics, cosmetics using new ingredients, etc.) based on the personalized needs of consumers. The on-site activities and their supervision and management shall apply to the Rules.


Article 6: The following conditions shall be met in order to engage in on-site personalized services for cosmetics:

1). Have the ability to carry out the whole process of risk assessment and risk control of on-site personalized services and products, as well as product adverse reaction monitoring and evaluation;


2). Sites, environmental conditions, services, and inspection facilities and equipment should be appropriate to the on-site personalized services for cosmetics;


3). Technicians and inspectors should be appropriate to the on-site personalized services for cosmetics;


4). Management systems to ensure the quality and safety of cosmetics including materials acceptance, service process and quality control, equipment management, product testing and sample retention, etc. should be appropriate to the on-site personalized services for cosmetics.

The cosmetic filers shall submit an annual report of general cosmetics for a period of one year through the Information Service Platform for Registration and Filing of Cosmetics between January 1st and March 31 each year. For products that did not complete the 2023 annual report as required by March 31, 2023, rectification is required to be completed by June 30, 2023. Otherwise, the filing of general cosmetics will be cancelled.

The "Cosmetics Regulation and Policy Forum" jointly organized by Ringier and Shanghai Daily Chemical Industry Association, sponsored by EnterCo, was grandly held in Shanghai on July 18.

Cosmetic Forum

The guests attending this forum cover multiple fields in the cosmetics industry, involving regulatory agencies, well-known domestic and foreign enterprises, industry experts, etc. Discussions and exchanges were conducted on cosmetics regulations and policies, cosmetics regulatory models, and cosmetics quality and safety.


Li Qiong

Ms. Li Qiong, vice president of the Shanghai Daily Chemistry Trade Association, as the moderator, said at the beginning of the forum: “The prosperous development of the cosmetics industry must be based on compliance, health, and sustainability. We need to understand and follow the relevant regulations and policies to ensure consumer rights and interests while promoting the healthy development of the cosmetics industry.”


Vian Fang

Vian Fang, co-founder and business director of EnterCo, was invited to attend the Forum. She shared the cosmetic registration and filing data in the first half of 2023, and revealed the changes and trends in domestic/imported cosmetics in terms of production model, distribution of place of origin, category difference, commonly used cosmetic ingredients, etc.
