NIFDC Notice on the Undertaking Units of the Project for the Formulation of Toothpaste Efficacy Evaluation Standards

NIFDC Notice on the Undertaking Units of the Project for the Revision of the Technical Specification for the Safety of Cosmetics

NIFDC aims to revise the Technical Specification for the Safety of Cosmetics, expanding the scope of application of existing inspection methods to toothpaste, and adding physical and chemical inspection methods for toothpaste. The deadline for project application is August 27, 2023.

Main Content Involved

1) Five revised test methods will replace the original test methods in the Specification, which shall be effective as of March 1, 2024.

2) The inclusion of 14 new test methods in the Specification, shall come into force upon release.

3) The addition of a new banned ingredient (Tapinarof) in the Specification, shall come into force upon release.

4) The addition of a new regulatory limit for benzene (2mg/kg) in the Specification, shall come into force upon release.

Main Content Involved

1) Imported children's cosmetics under application for registration or filing shall not arbitrarily change the application category and efficacy claims.

2) Acute eye irritation/corrosivity test results for children's cosmetics should be non-irritation or slight irritation. Only when the test results are non-irritation, can the tear-free formula be claimed.

3) It is recommended that the use of a single sunscreen agent, a single preservative in the product does not exceed 90% of the limits.

4) Children's sunscreen products shall not have more than 5 types of chemical sunscreen agents (including 5 types).

5) If the SPF value of children's cosmetics is relatively high, the safety of use for children shall be fully assessed.

Since products and services that do not meet mandatory standards shall not be produced, sold, imported or provided. On September 1st, after the official implementation of the new standards, the market will simultaneously prohibit the sale of products that do not meet the Requirements of Restricting Excessive Package—Foods and Cosmetics.

According to NMPA statistics, in the first half of 2023 from January to June, a total of 17 domestic anti-hair loss cosmetics completed registration, and no imported anti-hair loss cosmetics obtained registration certificates.


Among the 17 newly registered products, the used anti-hair loss ingredients are all platycladus orientalis leaf extract. The commonly used plant ingredients include panax ginseng root extract, polygonum multiflorum extract, etc. Although these ingredients cannot directly serve as anti-hair loss ingredients, they have complementary effects.

Among the 563 newly registered domestic products, there were 256 anti-spot and whitening cosmetics, whose effect was only achieved through physical covering. What’s more, only 49 imported anti-spot and whitening cosmetics obtained registration certificates.


As for efficacy ingredients, almost 60% of imported cosmetics chose Niacinamide as the anti-spot and whitening agent; For domestic cosmetics, the main efficacy ingredients were Niacinamide, Ascorbyl Glucoside, 3-o-ethyl Ascorbic Acid, etc.
