China Restore the Submission of Cosmetic Compound Ingredients

On Sep. 15, 2023, the Information Service Platform for Registration and Filing of Cosmetics restored the use of submission codes of compound ingredients, and the Cosmetic Ingredient Safety Information Registration Platform also restored the submission of cosmetic compound ingredients on Nov. 1, which means that cosmetic enterprises can not only use the old compound ingredient submission code, but also continue to report the new cosmetic compound ingredients.


Fill out and Submit the Compound Ingredients

On September 4, China's National Institutes for Food and Drug Control (NIFDC) issued the Technical Guidelines for Filling in the Cosmetic Formula, the Technical Guidelines for Filling in the Cosmetic Ingredient Safety Information, and the Guidelines for Filling in the Cosmetic Ingredient Safety Information Registration Platform. In addition, compound ingredients cannot be filled out and submitted in the Cosmetic Ingredient Safety Information Registration Platform.


On September 6, the previously obtained submission codes of compound ingredients can not be used in the Information Service Platform for Registration and Filing of Cosmetics.


On September 15, the use of previously obtained submission codes of compound ingredients was restored in the Information Service Platform for Registration and Filing of Cosmetics.


On November 1, compound ingredients can be filled out and submitted in the Cosmetic Ingredient Safety Information Registration Platform. Before this, for compound ingredients without submission codes, cosmetic enterprises under application for registration or filing, shall fill in Annex 14 of the Provisions for the Registration or Filing Dossier of Cosmetics, and upload a scanned copy of Annex 14 stamped with the official seal of the registrant or filer. Now, the submission of compound ingredients has returned to normal, which will greatly reduce the workload of relevant cosmetic enterprises, registrants, and filers.


Note: According to the NMPA requirements, starting from January 1, 2024, cosmetic registrants/filers are required to provide ingredient safety information for all ingredients used in product formulas.
