EnterCo has collected and organized the number of cosmetics that have completed filing on the Information Service Platform for Registration and Filing in the past year. We have analyzed the data related to the production mode, place of origin, newly filed cosmetics in each province, distribution of domestic responsible persons, categories of imported general cosmetics, etc.
Overview of newly filed cosmetics data
In 2022, the total filing number of imported cosmetics was about 110,000, and that of domestic cosmetics was about 410,000. The overall data were at a low point at the beginning of the year. Domestic brands were more adaptable to the new policy. Since March, the filing number of newly filed domestic cosmetics has increased significantly, and since May, the average monthly increase has been stable at more than 40,000.
Compared with domestic cosmetics, the new policy adaptation period of imported cosmetic notification was obviously longer. From the perspective of data, the total filing number of imported cosmetics has declined for three consecutive years, 35% lower than in 2021 and 47% lower than in 2020. During November and December, the filing number of imported cosmetics increased rapidly.
Production mode
Imported cosmetics mostly adopted OEM/ODM production mode, which reached 73% in 2022.
For domestic cosmetics, 82% of them were produced by the filers themselves.
Place of origin of imported cosmetics
The top four places of origin of imported cosmetics were still France, South Korea, the United States, and Japan. However, it can be clearly found that the share of South Korea has declined for three consecutive years, down 10% from 2021. France's share has risen for three consecutive years, reaching 22% in 2022.
Filing data of each province
According to the data of each province, the domestic responsible persons of imported cosmetics were concentrated in Shanghai.
Guangdong, the largest gathering place of cosmetics factories in China, 80% of domestic cosmetics have completed filing here.
Distribution of domestic responsible persons
According to the data, the domestic responsible person of 80% of imported cosmetics were their domestic branches, and only 20% were agents or third-party institutions.
Although the total filing number of imported cosmetics declined in 2022, the filing number of top brands increased significantly.
Categories of imported general cosmetics
Perfume cosmetics jumped first, accounting for about 10%.
Lipstick, mask, essence, and cream products accounted for 7-8% respectively.
Ingredients of general cosmetics
The top 10 cosmetic product ingredients of imported cosmetics and domestic cosmetics with the highest frequency of use were basically similar. The top three cosmetic product ingredients with the highest frequency of use were water, glycerin, and butylene glycol. The fragrance ingredients of imported products were used more frequently (64%), which is related to the massive introduction of imported perfume products in 2022.
The use frequency of hydroxyacetophenone in domestic cosmetics (33%) was very prominent (its use frequency in imported cosmetics was only 7%). Hydroxyacetophenone naturally exists in composite plants, with anti-oxidation, and soothing effects. What’s more, it has certain antibacterial effects, but this ingredient is not included in the list of approved preservatives.
In terms of plant ingredients, there were obvious differences between imported cosmetics and domestic cosmetics, which may be related to plant sources and site preferences. For example, the second most frequently used ingredient in domestic cosmetics was the scutellaria baicalensis root extract. It has a long history as traditional Chinese medicine in China. In cosmetics, scutellaria baicalensis can mainly play the role of anti-oxidation and anti-wrinkle.
Prunus amygdalus dulcis and Olea europaea were also used more frequently in imported cosmetics than in domestic cosmetics, which may be related to the fact that their origins are mostly in Europe and America.
In the selection of preservatives, domestic cosmetics, and imported cosmetics also showed great differences. In addition to the use of phenoxyethanol, imported cosmetics gave priority to the use of food preservatives (sodium benzoate, potassium sorbate), while domestic cosmetics widely used paraben esters (methylparaben, propylparaben, etc.).
Cosmetic attention in 2023
❑ From January 1: The safety information of all ingredients in the formula must be provided for the newly registered and filed cosmetics.
❑ For cosmetics filed for more than one year, enterprises need to submit annual reports before March 31.
❑ For cosmetics registered and filed before May 2021, enterprises need to finish the following items before May 1:
1. Complete the evaluation of the cosmetic efficacy claim and upload the summary of efficacy claim basis.
2. Product packaging shall be updated according to Measures for the Administration of Cosmetics Labels.
