EnterCo has collected and organized the number of cosmetics that have completed filing on the Information Service Platform for Registration and Filing of Cosmetics from January 1 to June 30, 2022, with a total of over 170,000. We have analyzed the data related to the newly filed products, filing information in various provinces, filing persons of domestic general cosmetics, dosage forms of domestic products, filing information on children's cosmetics, and popular efficacy types.
Two important dates
Before analyzing the filing data, let's take a look at the two important dates: January 1, 2022, and May 1, 2022, and grasp what the filing persons of cosmetics need to do.
January 1, 2022
The annual report of all cosmetics shall begin to be submitted;
Registration and filing of new products whose formula involves cosmetic ingredients with functions of preservative, sunscreen, colorant, hair dye, spot corrector and whitening shall submit the safety-related information of cosmetic ingredients;
The efficacy claim supporting documents of new products shall begin to be submitted;
The simplified version of cosmetic product safety assessment reports of new products shall begin to be submitted;
The Provisions for the Supervision and Administration of Cosmetics Manufacture and Distribution begin to be implemented;
The Provisions for the Supervision and Administration of Children's Cosmetics begin to be implemented.
May 1, 2022
Products that have completed filing before May 1, 2021, shall finish supplementing product classification code, product standards, product label samples, product formula of domestic general cosmetic, label picture of special cosmetic sales package;
Products that have completed registration or filing during the period between May 1, 2021, and December 31, 2021, shall finish supplementing efficacy claim supporting documents, human efficacy test report (cosmetics for spot correcting, whitening, and preventing hair loss with registration completed);
Newly registered and filed products must comply with the Measures for the Administration of Cosmetics Labels.
Overview of new product filing data—the overall data further decline in the first half of 2022
From January 1, 2022, the difficulty of cosmetic filing has further increased, therefore the total number in the first half of 2022 is still decreasing from the second half of 2021; The total filing number of domestic cosmetics is more than 168,000, which has decreased by 25.5% from the second half of 2021; The total filing number of imported general cosmetics is more than 3,200, which has decreased by 58.5% from the second half of 2021. Compared with domestic general cosmetics, imported general cosmetics are more difficult to adapt to the new cosmetic regulations in China.
Filing information of each province
Domestic products in Guangdong accounted for 77%, and the proportion has remained stable since the implementation of the new cosmetic products regulations. The epidemic has had a great impact on domestic products in Shanghai, whose total number of filing has declined, ranking after Zhejiang.
It can be clearly seen from the above chart that even though the epidemic in Shanghai, where gathered most of many Chinese branches or large agents of large cosmetic groups, was serious at the beginning of the year, the proportion of the filing number of imported general cosmetics in Shanghai has increased significantly, which indicates that top imported brands are relatively faster to adapt to the new cosmetic products regulations compared with small and medium import enterprises.
The filing person of domestic general cosmetics is mostly held by the OEM/OBM factory
The chart above shows that about 71% of imported general cosmetics are produced by the OEM factories. Only 29% of them are produced by the brand owners themselves. What's more, about 82% of domestic general cosmetics are self-produced by the filing persons, while only 18% of them are produced by OEM factories. In consideration of formula safety, it is popular for OEM/OBM factories to perform the status of filing persons, who are necessary to establish a sound quality management system and equip a person in charge of quality and safety.
Product dosage form and site of action (domestic cosmetics)
Among the dosage forms of domestic products, liquid, and cream & lotion are the most popular.
For dosage form collocation: liquid+paste, mask (face), and liquid+freeze-dried are hot.
For the site of action, facial products accounted for 52% of the total filing products.
Baby products
Since the Provisions for the Supervision and Administration of Children's Cosmetics was implemented on January 1, 2022, the application requirements for baby products have been further enhanced in the following aspects: application materials, efficacy scope, formula design, product testing, product labels, etc. Therefore, the filing number of baby products is more than 2,300 in the first half of 2022, accounting for only 1.59% of the filing products. Bath and shampoo are the main categories of baby products.
Efficacy distribution (domestic cosmetics)
Among the 185,000 domestic products whose cosmetic efficacy claim supporting documents have been publicized, more than 90,000 products claim moisturizing, followed cleansing, by beauty modification and fragrance. Among the products that claim moisturizing efficacy, 82.7% chose literature references or research data, and only 2.5% chose human efficacy evaluation tests. Among the product efficacy, soothing, anti-aging (firming and anti-wrinkle), and hair care are the most popular. Among the specific claims, gentle/non-irritant is the most popular, and there are only more than 200 products for sensitive skin. Among the products that must conduct a human efficacy evaluation test (in-vivo), repair is the most popular.
