Analysis Report on Cosmetic Filing Data in the First Half of 2023

What changes have taken place in the overall environment for cosmetic filing within the past six months? EnterCo has sorted out and analyzed the filing data of cosmetics in the first half of 2023.


Overview of newly filed domestic and imported cosmetics

In the first half of 2023, more than 200,000 domestic cosmetics have completed filing, and more than 3,700 imported cosmetics have completed filing.

Affected by the new cosmetic policy, the number of filed cosmetics sharply decreased at the beginning of the year, but the overall number of domestic cosmetics filed slightly rebounded, with a year-on-year increase of 22% compared to the first half of 2022. The total number of imported cosmetics filed in the first half of the year was basically the same as the data in 2022.

Obviously, domestic cosmetics were more favorable to the self-production mode, accounting for about 84% of the total; while imported cosmetics preferred to adopt OEM/ODM production mode, accounting for about 68% of the total.

In the first half of the year, almost 83% of domestic cosmetics were produced in Guangdong province. Among domestic cosmetic manufacturers top 20, Guangzhou accounted for 54%.

For imported cosmetics, Korean enterprises accounted for 28% of the total, surpassing France (which took first place last year) and occupying a dominant position once again.

Guangdong occupied the top position in the number of filed domestic cosmetics, accounting for 82%; For imported cosmetics, Shanghai accounted for about 70% of the total.

Commonly used ingredients of domestic and imported cosmetics

According to EnterCo statistics, the most commonly used ingredient in imported cosmetics in the first half of the year was Butyrospermum parkii (shea) butter, accounting for about 12.4% of the total; Among domestic cosmetics, the most commonly used ingredient was Centella asiatica extract, accounting for about 10.7% of the total. From the data in the table, it can be concluded that the use of cosmetic plant raw materials is positively correlated with plant sources and place of origin preferences.
