Among the 563 newly registered products, there were 256 anti-spot and whitening cosmetics, whose effect was only achieved through physical covering. What’s more, only 49 imported anti-spot and whitening cosmetics obtained registration certificates.

Among them, 19 new products chose both self-production and OEM/ODM production mode. Meanwhile, the production mode of imported cosmetics was relatively balanced, with about 57% of new products commissioned to be produced by other overseas enterprises.

Used efficacy ingredients

As for efficacy ingredients, almost 60% of imported cosmetics chose Niacinamide as the anti-spot and whitening agent; For domestic cosmetics, the main efficacy ingredients were Niacinamide, Ascorbyl Glucoside, 3-o-ethyl Ascorbic Acid, etc.


On March 17, 2023, China National Institutes for Food and Drug Control (NIFDC) issued a notice on the Technical Guidelines for Anti-freckle and Whitening Cosmetics (Draft for Comments), which regulated the requirements for the evaluation of the safety and effectiveness of anti-spot and whitening ingredients. Enterprises shall provide relevant evidence to prove that all ingredients work and are safe.


As consumers' attention to whitening cosmetics continues to increase, according to industry experts, China’s whitening cosmetics market size will exceed 100 billion yuan in 2023, and market brand competition will become more intense.
