Analysis of 2023 Cosmetic Sampling Inspection Data

In 2023, NMPA issued 22 sampling notices, with 601 batches of non-compliant cosmetics. Among them, 522 batches of cosmetics did not meet the relevant regulations, and 79 batches detected prohibited raw materials. EnterCo has sorted out and analyzed the non-compliance cosmetic cases, covering the following topics:


Categories of non-compliance products

Among the 601 batches of non-compliance products, the violations of hair care and dyeing products were the most prominent, with 179 batches and 175 batches detected, accounting for approximately 29.7% and 29.1%, respectively. Next are sunscreen and facial mask products, with 66 batches and 60 batches detected, accounting for 10.9% and 9.9% respectively.

Prohibited raw materials

Among the 79 batches of cosmetics that detected prohibited raw materials, the illegal addition of triclosan was the most frequent, with 23 batches accounting for about 29.1%, followed by 21 batches of the mixture of methylchloroisothiazolinone and methylisothiazolinone with magnesium chloride and magnesium nitrate (methylchloroisothiazolinone: methylisothiazolinone is 3:1) (i.e. Kathon) accounted for about 26.5%, and 11 batches of 1,2-dichloroethane accounted for about 13.9%. (Note: Some cosmetics have been found to contain multiple prohibited ingredients.)

Non-compliance inspection items

Among the 522 batches of cosmetics that did not meet the regulations in the sampling, 243 batches were found to be unqualified in the ingredient consistency, accounting for about 46.5%. Excessive kathon was detected in 136 batches of cosmetics, accounting for about 26.1%. The aerobic plate count detected exceeded 90 batches, accounting for about 17.2%. (Note: Some cosmetics have detected multiple items that do not comply with regulations.)
