21 Revised Items in the Technical Specification for the Safety of Cosmetics (Edition 2015)

Cosmetic Test Methods

On August 28, 2023, China National Medical Products Administration (NMPA) issued an announcement on the inclusion of 21 revised items in the Technical Specification for the Safety of Cosmetics(Edition 2015) (hereinafter referred to as the Specification). The main contents are as follows:


Five revised test methods, including Determination of Acrylamide in Cosmetics, Determination of desloratadine and other 50 kinds of components in cosmetics, Thioglycollic acid and other 7 kinds of components in cosmetics, Determination of free formaldehyde in cosmetics, α-Arbutin and other 3 kinds of components in cosmetic, will replace the original test methods in the Specification, which shall be effective as of March 1, 2024.


The inclusion of 14 new test methods in the Specification, including Determination of pH in cosmetics (W/O), Determination of ethyl acrylate and other 39 kinds of components in cosmetics, CI 10020 and other 10 kinds of components, CI 11920 and other 12 kinds of components, Determination of 5-(2-hydroxyethylamino)-2-methoxylaniline sulfate and other 14 kinds of components, etc., shall come into force upon release.


The addition of a new banned ingredient (Tapinarof) in the Specification, shall come into force upon release.


The addition of a new regulatory limit for benzene (2mg/kg) in the Specification, shall take effect upon release.
