China Cosmetic Ingredient Submission Code
Cosmetic registrants, filers, and domestic responsible persons can fill out and submit the ingredient safety information document (i.e. Annex 14) issued by ingredient manufacturers or fill in the ingredient submission code associated with the corresponding ingredient safety information document.

Cosmetic Ingredient Safety Information
According to the Provisions for the Registration and Filing of Cosmetics and Rules for Registration and Notification Dossiers of Cosmetics and other regulations, cosmetic ingredient manufacturers or their authorized enterprises shall log in to the Cosmetic Ingredient Safety Information Registration Platform established by the NMPA to report safety information related to cosmetic ingredients since December 31, 2021.
The safety information related to cosmetic product ingredients shall include the ingredient trade name, basic information, brief description of the ingredient production process, necessary quality control requirements, assessment conclusions issued by international authoritative institutions, limit requirements for risk substances, and other required data.
What is Cosmetic Ingredient Submission Code
After the cosmetic ingredient safety information is submitted through the Cosmetic Ingredient Safety Information Registration Platform, the cosmetic ingredient submission code is automatically generated. It is composed of five manufacturer digital codes, six ingredient digital codes and three ingredient quality specification digital codes, and each group of codes is connected with "-".

The NMPA shall proactively disclose the ingredient name, manufacturer information, and submission code for cosmetic ingredient safety information that has been submitted.

Based on the consideration of protecting trade secrets, the Platform is only for cosmetic ingredient enterprises to fill in and use. Cosmetic ingredient enterprises should provide necessary ingredient safety information while providing cosmetic ingredient submission codes. It will not affect the cosmetic product registration and filing work without the code, cosmetic registrants and filing persons can report safety information related to cosmetic product ingredients through the Platform according to the safety information documents of cosmetic product ingredients issued by the raw material manufacturers.
Who Report Safety Information Related to Cosmetic Ingredients
Overseas or domestic cosmetic ingredient manufacturers can report cosmetic ingredient safety information by themselves, or authorize overseas or domestic enterprises to submit and routinely maintain cosmetic ingredient safety information.
Domestic users may log in to the Platform directly through the Cosmetic Ingredient Safety Information Registration Platform module at NMPA Online Service Hall, and overseas users need to set up an account at the Cosmetic Ingredient Safety Information Registration Platform before login.

When the authorized enterprise opens the user rights, it shall also submit the authorization letter, which shall specify the authorization relationship and scope, issued by the cosmetic ingredient manufacturer. Only one enterprise can be authorized for the cosmetic ingredient safety information of the same quality specification.

According to China's cosmetic ingredient regulations:
Since May 1, 2021, registrants and filing applicants when applying for registration or filing, shall fill in the source of the product formula ingredients and trade name information. For ingredients involving quality specifications requirements stipulated in the Technical Specification for the Safety of Cosmetics, their quality specifications certification or safety-related information shall also be submitted.
Since January 1, 2022, registrants and filing applicants when applying for registration or filing, shall provide safety information related to cosmetic ingredients with functions of preservative, sunscreen, colorant, hair dye, spot corrector and whitening in accordance with the Rules for Registration and Notification Dossiers of Cosmetics.
Since January 1, 2023, registrants and filing applicants when applying for registration or filing, shall provide safety information related to all the cosmetic product ingredients in accordance with the Rules for Registration and Notification Dossiers of Cosmetics. For the cosmetic with registration or notification that has already been completed, registrants and notification persons shall supplement the safety information related to all ingredients in the product formula before May 1, 2023.

The latest NMPA regulations related to cosmetic ingredient safety information:
Since January 1, 2024, under cosmetic registration or notification, cosmetic registrants or filers shall fill out and submit safety-related information about all the ingredients in the product formula in accordance with relevant regulations, technical specifications, and the requirements of this announcement.

For the cosmetic with registration or notification that has already been completed before May 1, 2021, if ingredients with quality specifications stipulated in the Technical Specification for the Safety of Cosmetics are used in the cosmetic formula, cosmetic registrants, and filers shall supplement to fill in the relevant ingredient quality specifications documents or ingredient safety-related information documents before January 1, 2024. Ingredient safety-related information documents for other ingredients used in cosmetic formulas shall be archived by cosmetic registrants and filers for future inspection.

For the cosmetic with registration or notification that has already been completed between the period from May 1, 2021, to December 31, 2023, if the product formula covers the ingredients with functions of preservative, sunscreen, colorant, hair dye, anti-spot and whitening, cosmetic registrants and filers shall supplement to fill in the relevant ingredient quality specification documents or ingredient safety information documents before January 1, 2024. Ingredient safety information documents of other ingredients shall be archived by cosmetic registrants and filers for future inspection.
