China Cosmetic Product Safety Assessment
In accordance with the Provisions for the Registration or Filing Dossier of Cosmetics and Technical Guidance for the Safety Evaluation of Cosmetics (2021 Edition) and other relevant regulations, in case of cosmetic registration and notification, registrants and filers shall submit cosmetic safety assessment reports. The safety assessment shall be conducted by themselves or by entrusted professional institutions with the ability to issue cosmetic safety assessment reports.

Since January 1, 2022, registration and filing persons shall submit a simplified version of the cosmetic safety assessment report.
Since May 1, 2024, registration and filing persons shall submit a full version of the cosmetic safety assessment report. Feel free to hit me up by booking a meeting.
Qualifications for Cosmetic Safety Assessor
The cosmetic safety assessor should meet the following requirements:

1. Possess professional knowledge on cosmetic quality and safety in medicine, pharmacy, biology, chemistry, or toxicology, understand the production process and quality and safety control requirements of cosmetic products or cosmetic ingredients, and have more than 5 years of relevant professional experience.
2. Be able to consult and analyze chemical, toxicological and other relevant literature information, and analyze, evaluate and interpret relevant data.
3. Be able to analyze the safety of cosmetics fairly and objectively, conduct a safety assessment on the basis of the comprehensive analysis of all available data and exposure conditions, and be responsible for the scientificity, accuracy, authenticity, and reliability of the assessment report.

4. Be able to learn relevant knowledge of safety assessment, understand and master new safety assessment theories, technologies and methods and use them in practice by regularly receiving corresponding professional training.

Cosmetic ingredient safety assessment report usually includes summary, physical and chemical properties of ingredients, assessment process, analysis of assessment results, risk control measures or suggestions, safety assessment conclusions, signatures and resumes of safety assessors, references and appendices, etc.

Cosmetic product safety assessment report:
Cosmetic product safety assessment report usually includes a summary, product introduction, product formula, formula design principles (only for children's cosmetics), safety assessment of each ingredient in the formula, assessment of possible risk substances, risk control measures or suggestions, safety assessment conclusions, signatures and resumes of safety assessors, references and appendices, etc.
